Philipsburg is a historic town featuring many Victorian homes, as well as, newer construction. The Philipsburg Historic District was added to the National Register of Historic Places in 1999. Black Moshannon State Park is nearby and offers many outdoor activities, including swimming, hiking, fishing, and horseback riding in the summer, and ice fishing, skating, and boating in the winter. 

The Philipsburg School District offers two elementary schools (grades 1-5) – Philipsburg Elementary & Osceola Mills Elementary as well as one middle school (grades 6-9) and one high school (grades 9-12).

The Philipsburg-Osceola Area School District straddles two central Pennsylvania counties – Centre & Clearfield and includes the boroughs of Philipsburg, Osceola Mills, Chester Hill, and Wallaceton; the townships of Rush and Decatur; and the communities of West Decatur and Sandy Ridge.
